HISTORY

In 1985, at a time when the old market showed signs of structural decadence and it was impossible to design any type of development, the Administration of Padua laid the first stone to start the works for the construction of the new market along Corso Stati Uniti. The works were completed in 1987, thanks to the funds of the European Union that financed them completely. A few important works were still missing, such as the loading and unloading bays, the preparation of parking lots and relevant equipment, offices and gates. In 1988, a general project was prepared to build the missing works and it was approved in 1990 with a foreseen expense of about 10,000,000.000 liras. The Wholesalers of the Market offered their collaboration to finance a part of the expenses by paying rents in advance and stipulating a mortgage with a bank; they also financed the preparation of parking lots. In 1991, the Administration of Padua and the Wholesalers Group drew up an agreement by which the wholesalers concretely financed works to complete the market. At the end of June 1993, the works were completed and the new market started operating on 11th July 1993.

The operations concerning the management company are linked to Law 41/86, which is a law containing a financing of 1,000 billion liras to be destined for new markets, provided that they are managed by companies with a greater public capital. The Administration of Padua received the European Funds Feoga for the construction of the new market; therefore, Padua could receive the financing of Law 41/86 only for completing the works and only if it had set up a mixed partnership. In 1987, the Administration of Padua approved the articles of association for the establishment of a Consortium company, having the characteristic of Law L. 41/86. Notary Deed No. 47796 of 13th July 1989 (notary Cardarelli) established the Società Consortile Mercato AgroAlimentare Padova s.r.l. that would manage the market in the future. By the deliberation G.M. no. 2650 on 7th June 1990, the Administration decided to appoint the new company with the market management without having the agreement deed that was necessary to transfer the management. Meanwhile, through the Veneto Region, the Consortium Company presented the Ministry of Industry and Trade an application on 3rd July 1990 to obtain the financing of 33,087,340.000 liras to carry out a general project for the completion of the market. The Ministry excluded the Padua market from the list of national markets (in this list, Verona represents the Veneto region) and placed the market at first place on the list of regional markets. In 1996, the Ministry reported that the dossier for financing was started, thus the operations for transferring the management from the Administration of Padua to the Management Consortium Company were accelerated. The final days of 1996 were used to optimize the agreement, to get the deliberation of the Town Administration for the approval of the agreement and to sign the agreement as occurred on 27th December 1996. By that agreement, on 1st January 1997, the Consortium Company started to operate as the management agency of the new market.

On 1st August 1997, the Ministry of Industry reported that the financing for the new fruit and vegetable market was granted and was registered by the General Accounting Office on 22nd July 1997. The same note communicated that 180 days were allowed for the presentation of construction projects. On 25th October 1997, the tender for the design of works relevant to the Fruit and Vegetable Market was published on the Official Gazette. On 30th December 1997, an agreement with the Speri engineering office, the winner of the tender for the construction design, was stipulated.

On 30th January 1998, the tender for contracting the construction works of the designed works was published on the Official Gazette. On 18th May 1999, the contract was stipulated with the construction company.
